A massive fight broke out at PortMiami on Monday, June 15, when two groups of people were passing through the United States Customs and Border Patrol (CBP) checkpoint at the Florida cruise terminal — a brawl captured on video that Carnival says has led to 16 people being added to its Do Not Sail list.

Published videos of the incident show two groups of people — reportedly departing a Carnival Cruise Line sailing — who began arguing as they passed through the PortMiami U.S. Customs and Border Protection (CBP) checkpoint on Monday. The video clip posted on social media appears to show the confrontation escalating in the terminal concourse near the debarkation area.
According to the footage, the argument turned physical and a large brawl broke out — several people were punched and kicked before bystanders and border protection officers intervened. It’s not clear from the video how many people were injured; no serious injuries have been reported so far.
The Miami‑Dade Sheriff’s Department told reporters that none of those involved chose to press charges after the incident. Local authorities stated the encounter occurred in the CBP checkpoint/debarkation area, and U.S. Customs and Border Protection and Miami‑Dade units were on scene to secure the area.
Carnival Responds: 16 Passengers Are Placed on Do Not Sail List Following Conquest Voyage
A Carnival Cruise Line spokesperson told NBC Miami the altercation involved two “families” who were passing through the CBP checkpoint following a Carnival Conquest voyage. Carnival confirmed it has placed 16 people connected to the incident on its Do Not Sail list pending review.
What that means: being added to Carnival’s Do Not Sail list effectively bans people from booking future Carnival sailings until the line completes its review. Affected passengers typically lose booking privileges and may face denial of boarding; Carnival’s customer relations team handles appeals and next steps for those impacted.
Cruise line bans like this are increasingly common after terminal or onboard incidents. If you’re booked on a Carnival cruise, check your booking status and Carnival’s policy pages for details on the sail list and how to contact customer support about appeals or account holds.
Previous Carnival Incidents Resulted in Lifetime Passenger Bans
This isn’t an isolated incident for the cruise line. In 2025, Carnival placed 24 people on its Do Not Sail list after a massive brawl broke out in a terminal, and a few months later, it banned additional passengers following a separate onboard fight.
See Video Below (Please note the profanity, and the video is disturbing)
And also, this major incident made headlines as a very similar large brawl happened in April 2025 as guests disembarked at the Galveston Cruise Terminal:
Those earlier incidents — one that occurred in a customs line at a U.S. port and another after a ship docked following a trip to the Bahamas — underline how quickly Carnival moves to ban people involved in violent incidents.
Cruise Safety Debate Reignites as Attorney Demands Action
We recently spoke with Attorney Tom Scolaro, founding partner of Scolaro Law in Miami, who focuses on personal injury and maritime law and has represented numerous clients in cruise-related cases. We asked him to share his perspective on what he believes is a growing trend.
According to Scolaro, “The rise of onboard crime, assaults, and worse aboard cruise ships is entering epidemic territory. These should be fun-filled, relaxing family vacations, and not a place where passengers should be worried about getting attacked or violated. The cruise ship industry at large has proven itself both indifferent and incompetent in curbing the rise of violent crime aboard its ships. The industry is on notice—it is high time it took this safety issue seriously
