Proposed Tampa Bay Cruise Port Divides Community As Plans And Opposition Emerge

A proposed new cruise port on Florida’s Gulf Coast is sparking both excitement and resistance, with supporters highlighting economic growth and expanded cruise access, while opponents warn of environmental damage and strain on local infrastructure.

Sunshine Skyway Bridge in Tampa

The concept, still in its early stages, would see a privately funded cruise terminal developed south of the Sunshine Skyway Bridge, potentially allowing the largest modern cruise ships to sail from Florida’s west coast for the first time.

However, a rapidly growing online petition shows that not all local residents are convinced the benefits outweigh the risks.

New Cruise Port Aims To Unlock Tampa Bay’s Potential

The proposed cruise port would be located on 328 acres of land known as the Knott-Cowen tract in Manatee County, just south of the Sunshine Skyway Bridge. The project is being explored by global marine terminal operator SSA Marine in partnership with Tampa-based Slip Knott LLC.

At present, cruise ships sailing from Port Tampa Bay must pass under the Sunshine Skyway Bridge, which has a vertical clearance of around 180 feet at zero tide.

This restriction prevents many of today’s largest cruise ships from accessing the port, including Royal Caribbean’s Icon-class vessels, which stand close to 250 feet tall. Even Oasis-class ships, rising above 200 feet, are unable to sail from Tampa.

Developers argue that a new port south of the bridge would remove this limitation, allowing Florida’s west coast to compete more directly with major cruise hubs such as PortMiami and Port Canaveral.

In 2025, those ports each handled more than 8.5 million cruise passengers, while Port Tampa Bay recorded a then record 1.6 million guests across 368 sailings.

According to details published on a newly launched project website, the Knott-Cowen Cruise Port would feature a multi-berth terminal with supporting infrastructure.

Tampa, Florida

Construction, if approved, is expected to take between three and five years, following zoning, planning commission reviews and approvals from Manatee County officials. No formal timeline has yet been set.

Economic projections shared by the developers estimate more than 31,000 jobs linked to construction and related activity, alongside more than 13,000 permanent jobs once the port is operational.

Annual tax revenue is projected at around $40 million, although those figures have yet to be independently reviewed as part of the public approval process.

The proposal also includes the separate purchase of Rattlesnake Key, a 710-acre island adjacent to the site. Developers say the island would not be commercially developed and would instead remain in conservation.

Growing Petition Raises Environmental And Community Concerns

While cruise lines and travellers may welcome the prospect of larger ships sailing from the Tampa Bay region, opposition has formed quickly. Within days of the proposal becoming public, a Change.org petition opposing the development had gathered more than 6,000 signatures.

The petition was launched by Manatee County resident Corey McKeever, who argues that the area represents a fragile natural sanctuary that could be permanently altered by industrial-scale cruise operations.

“This beautiful natural sanctuary is more than just a place to swim, fish, and camp – it’s home,

“Building a cruise ship port here threatens not only our cherished personal experiences but also the fragile ecosystems supporting countless wildlife species.”

Environmental concerns cited in the petition include potential impacts on water quality, marine habitats, coral reefs, nesting birds and shoreline ecosystems. Opponents also warn that local industries such as fishing, boating, campgrounds and wildlife tourism rely heavily on the health of those ecosystems.

Icon of the Seas

Infrastructure is another major point of contention. Residents fear that increased cruise traffic would bring congestion to already busy roads and encourage further development, including parking facilities, hotels and retail areas.

“As a Manatee County resident, I ask that you do not build this mega cruise port. It’s going to destroy our fragile ecosystems and stress our infrastructure beyond what it can handle,” one supporter of the petition wrote.

Another added that the proposal conflicts with the character and long-term vision of the community, arguing that a cruise port would introduce industrial traffic, noise and congestion inconsistent with sustainable growth goals.

Florida Governor Ron DeSantis and Florida Agricultural Commissioner Wilton Simpson have both been tagged in the petition, though neither has publicly responded so far.

Still Early Days For A Divisive Proposal

Developers stress that the cruise port remains a conceptual proposal, with no formal applications yet submitted. They argue that a modern terminal could actually support newer, more efficient ships with lower emissions, including next-generation vessels from Royal Caribbean, Carnival Cruise Line and MSC Cruises.

The project website states that environmental protection is a core component of the plan, pointing to the conservation of Rattlesnake Key and the use of modern infrastructure standards as a way to balance economic growth with long-term stewardship.

Before any construction could begin, the proposal would need to pass multiple studies, environmental reviews and public consultation periods. Even if approved, the earliest a cruise ship could call at the new port would be several years away.

For now, the proposed Tampa Bay-area cruise port sits at the centre of a growing debate, with supporters and opponents preparing to make their voices heard as the idea moves through the public process.

Norwegian Prima Breaks Moorings During Embarkation At Port Canaveral

Norwegian Prima experienced an eventful start to her 18th January 2026 sailing from Port Canaveral after sudden and powerful wind gusts caused the cruise ship’s mooring lines to snap while guests were boarding.

Norwegian Prima Moorings

The incident occurred on Sunday afternoon at approximately 2 pm, several hours before the vessel’s scheduled 6 pm departure. Embarkation was already underway when rapidly changing weather conditions led to a brief operational disruption at the dock.

Throughout the morning, winds in the area had remained relatively light at around 5 to 7 miles per hour.

Conditions deteriorated later in the morning as a cold front moved through central Florida, with sustained winds increasing to 15 to 20 miles per hour shortly after 9 am Just before 2 pm, sudden gusts were recorded at up to 48 miles per hour, with steady winds reaching 30 to 35 miles per hour.

Under the strain of the intensifying winds, the mooring lines securing the 143,535-gross-ton ship exceeded their load capacity and snapped, allowing Norwegian Prima to drift slightly away from the pier.

Video footage shared online shows the lines breaking, followed by tugboats quickly moving into position to stabilise the vessel and guide her safely back alongside the dock while new lines were attached.

Guests onboard reported hearing “Code Echo” announced over the public address system, a standard alert used to notify crew members of high winds affecting ship operations and the potential for vessel movement.

At no point was the ship fully adrift or in danger, and no injuries or damage were reported. One passenger later commented on social media, “Things seem to be good now, but that was a fun start before we actually get started!”

Embarkation and luggage delivery were briefly paused while the situation was resolved, but operations resumed once the ship was securely re-moored.

Itinerary Remains Unchanged

Norwegian Prima was alongside Cruise Terminal 5 at the western end of Port Canaveral when the incident occurred. Despite the temporary interruption, the ship was still able to depart on schedule later that evening.

The voyage is a seven-night Caribbean cruise, with planned calls at Great Stirrup Cay in the Bahamas, Montego Bay in Jamaica, Grand Cayman and Cozumel in Mexico. The ship is due to return to central Florida on Sunday, 25th January.

No itinerary changes were anticipated, and weather conditions beyond the initial cold front were expected to allow for a smooth sailing.

Norwegian Prima remains homeported at Port Canaveral through mid-November, offering a range of Caribbean itineraries.

She is scheduled to reposition to San Juan later in the year for additional Eastern Caribbean sailings, including visits to Barbados. In April 2027, the ship is set to deploy to Europe for the summer season before returning to the Caribbean in the autumn.

Third Mooring Line Incident For Norwegian Prima

This marks the third time Norwegian Prima has broken free from her mooring lines since entering service in September 2022.

In July 2023, the ship experienced a similar incident while docked in Zeebrugge, Belgium, when strong winds caused her to break free during a port call. On that occasion, both forward and aft gangways were dragged into the water, though no injuries were reported and guests were temporarily held ashore.

A second incident occurred during embarkation in Galveston in January 2024, again linked to strong wind gusts that snapped the mooring lines before the ship was quickly resecured.

At 20 decks high, with 16 accessible to passengers, Norwegian Prima has a tall profile that can make her more susceptible to high winds when alongside. However, the ship has also completed many uneventful sailings, and similar incidents can occur on vessels of any class when extreme weather conditions arise.

In all three cases, swift action by the ship’s crew and port authorities ensured the safety of guests and prevented injuries, allowing Norwegian Prima to continue her voyages as planned.

New Petition Launched to Block Large Cruise Ships from Tampa Port

Just last week, Cruise Fever broke news about a newly proposed cruise port near Tampa, Florida that would allow large cruise ships to sail into the region.  Now, there is an effort to block the project from ever seeing the light of day.

Days after a proposal for the Knott-Cowen Cruise Port was announced, the cruise port idea is facing a petition that seeks to oppose the “construction of a cruise port on Rattle Snake Key”.

The petition on Change.org consists of residents and business owners saying they want to block the construction of the multi-berth terminal in Manatee County.

The group argues that while the port promises to bring the world’s largest cruise ships to the region, the cost to the environment and local infrastructure is far too high.

Bypassing the Bridge

Port Tampa Bay and newly proposed location
Knott-Cowen Tract (The Port Site): This 328-acre mainland property is located immediately to the north and east of Rattlesnake Key. Map data ©2026 Google, INEGI

As we reported last week, the primary draw of the Knott-Cowen tract is its location on the Gulf side of the Sunshine Skyway Bridge. Because the bridge’s 190-foot clearance prevents larger cruise ships (like Royal Caribbean’s Icon-class and Carnival’s Excel-class ships) from reaching Port Tampa Bay, this new site was pitched as a “game-changer” for the region.

The new area would also cut down on cruise ship fuel costs and the time it takes to navigate the channel in and out of Tampa Bay.

But the very thing that makes the site accessible for ships is what has locals worried. The proposed site is near the Terra Ceia Aquatic Preserve and Rattlesnake Key, areas known for their shallow-water ecosystem.

“Old Florida” Concerns

For some signers of the petition the area represents the last stand of undeveloped coastline in the area.

“This would be absolutely devastating to Tampa Bay,” wrote Timothy, a local signer and fishing guide. “This is the last shoreline that is undeveloped in Manatee County and it should stay that way. It would also kill my business as a local fishing guide.”

Other residents pointed to the physical strain the project would put on the community.

“I fish this area weekly; this is a quiet area of Old Florida,” said one signer. “The traffic would be unbearable as it already is… Manatee County is not going to add roads or fix the roads that we already have to accommodate that many people.”

The Developer’s Preservation Strategy

Despite the pushback, the developer, SSA Marine, has made clear that conservation is a very important part of the project. In late 2025, the company purchased the 710-acre Rattlesnake Key for $18 million specifically to prevent it from being commercially developed.

Stefano Borzone, president of SSA Marine’s Cruise Division, has stated the company intends to use the island as a “natural buffer” and ensure its permanent conservation. The developers argue that by bringing in newer, low-emission vessels, they are actually helping the industry modernize in a more sustainable way.

What’s Next for the Port?

While the petition has racked up over 5,000 verified signatures so far, the project is still in the “early planning phase.” Manatee County officials recently confirmed they have not yet received a formal development application, so everything is very much in the early innings.

This means there is still a long road ahead involving environmental impact studies, traffic evaluations, and public hearings.

For the residents signing the petition, the goal is to stop the project before it gains enough momentum to become a reality. They are currently organizing via Facebook and GoFundMe to “Save Rattlesnake Key” and are urging officials to find other ways to grow tourism.

Mexico’s Vape Ban Comes Into Force As Cruise Passengers Warned Of Severe Penalties

Cruise passengers calling at Mexican ports are being urged to leave vaping devices behind, after Mexico introduced a nationwide ban on the importation, sale and distribution of vapes and e-cigarettes.

Port at Cozumel, Mexico

The new law came into force on 17th January 2026, following constitutional reforms approved by Mexico’s Senate in December 2025.

The changes were formally enacted after Mexican President Claudia Sheinbaum Pardo published the amendment to the General Health Law in the Official Gazette of the Federation on 16th January, with enforcement beginning the following day.

Under the reform, any activity connected to electronic cigarettes and vaping devices is now criminalised, including bringing the products into the country through customs.

“The law will penalize all activities related to electronic cigarettes, vaping devices, and other analogous electronic systems or devices specified by law, as well as the production, distribution, and sale of toxic substances, chemical precursors, the illicit use of fentanyl, and other unauthorized synthetic drugs,

The legislation significantly expands Mexico’s existing tobacco controls. In 2023, the country introduced a wide-ranging smoking ban covering enclosed public spaces, beaches, parks and public transport, with vaping included in the restrictions.

What Cruise Passengers Need To Know

For cruise guests, the biggest risk arises during the customs process when entering Mexico at cruise ports. Even if a device is intended solely for personal use, bringing it ashore is considered illegal importation under the new law.

This applies to all forms of vaping devices, including disposable vapes, refillable models, pod systems and non-nicotine products. Passengers arriving by air face the same restrictions.

Vape Pens

Cruise line Margaritaville at Sea has already issued warnings to guests booked on itineraries that include Mexican ports.

“As of January 16, 2026, Mexico is enforcing a nationwide ban on the importation and sale of vapes and e-cigarettes,

“While private possession within the country may still be legal, the key issue for travelers is entering Mexico through customs—including airports and cruise ports,”

Passengers found in violation of the law risk having their devices confiscated, facing fines of up to $12,500, detention and, in serious cases, prison sentences of up to eight years.

Some travellers have already reported enforcement at entry points. Several cruise passengers have shared online that their vapes were seized upon arrival in Mexico, while others admitted to attempting to conceal devices despite the risks.

Vaping Rules Onboard Cruise Ships

Despite the strict regulations ashore, most cruise lines continue to allow vaping onboard ships sailing to Mexico, provided devices remain on the vessel.

Policies vary by operator, but vaping is typically restricted to designated smoking areas and usually limited to standard tobacco-based products. Guests must also meet minimum age requirements, which for US-based sailings is generally 21.

Cruise lines including Carnival Cruise Line regularly remind guests that onboard policies do not override local laws in ports of call. Passengers are advised to check their cruise line’s rules carefully and avoid taking any vaping devices ashore while visiting Mexico.

World’s Largest Battery-Powered Ship Starts “Harbor” Trials

How much electricity does it take to move a 14,000 gross ton vessel with just battery power? As it turns out, it takes a battery system that’s four times larger than any other setup currently on the water.

China Zorilla electric ferry world's largest
Photo courtesy of Incat Tasmania Pty Ltd.

Today, in the harbor of Hobart, Tasmania, the world’s largest battery-electric ship officially started harbor trials. The China Zorrilla (built by Incat Tasmania and known during construction as Hull 096) moved under its own power for the first time.

As opposed to “sea trials” which take place in open ocean, “harbor trials” are in calm, protected waters (River Derwent in Australia in this case) in which things like steering, propulsion, and all kinds of other systems are tested.

Power Capacity of the Vessel

The vessel which has been built as a ferry for operations in South America is powered by over 5,000 batteries with 40 MWh of capacity.

To propel a ship with this much size and weight, engineers had to install an energy system unlike anything seen before.  Instead of a traditional engine room filled with diesel, this 426-foot catamaran-style ship is packed with about 275 tons of batteries.

This energy feeds eight electric waterjets.  While it is currently being tested in Australia, the ship will eventually head to South America to carry 2,100 passengers and 225 vehicles between Argentina and Uruguay.

90 Minutes of Silent Sailing

The electric-vessel will sail the route between Buenos Aires, Argentina, and Colonia, Uruguay. The journey across the river (Rio de la Plata) will take about 90 minutes, cruising at a steady 25 knots.

In the 45 to 60 minutes it takes for travelers to disembark and new passengers to board, the ship will plug into massive shore-side chargers to “top off” its batteries for the return trip.

A Big Step

“Moving Hull 096 under its own battery-electric power is a world first at this scale and confirms that electric propulsion is viable for large commercial vessels,” Incat Chairman Robert Clifford stated, calling the harbor trials “a major step forward for large-scale electric shipping.”

While it’s unlikely you’ll be seeing large cruise ships powered by batteries alone any time soon, moving a 14,000 GT vessel entirely on batteries is still an impressive accomplishment.

Some hybrid cruise ships, like those from Hurtigruten, use batteries to sail quietly through Norwegian Fjords, but they use their battery systems in short bursts before switching traditional engines on once out in open sea.

By comparison, Hurtigruten’s Roald Amundsen (About 21,000 GT) has a battery pack of 6 MWh, making China Zorrilla’s electricity capacity almost 7 times larger at 40 MWh.

You can watch the ship’s scale and design in this launch video:
