Would-Be Residents Still Waiting as ‘Affordable’ Victoria Cruises Line Voyage Fails to Sail

Victoria Cruises Line (VCL), which promoted itself as the world’s first “affordable residential cruise,” is facing mounting criticism after years of delays, unfulfilled promises, and unrefunded deposits.

Victoria Cruises Line sun deck

The line advertised a three-year voyage visiting 115 countries, with cabins starting at US$3,840 (£2,858) per month, and promised travellers they could stay onboard for as long as they wished.

But three years after excited customers signed up – some selling homes, giving up pets, or putting belongings in storage – the cruise has never departed. VCL does not even own or lease the ship it has long advertised, the BBC has revealed.

Broken Promises and Financial Losses

Dennis and Taryna Wawn, a couple from Perth, Australia, were among those who paid thousands in deposits after being drawn in by slick adverts on Facebook. Like many others, they believed they were securing a retirement “home at sea.”

They paid US$10,000 (£7,450) in 2022, but the scheduled May 2023 departure was postponed due to “low occupancy.” Several more delays followed, and no cruise has ever sailed.

Victoria Cruises Line atrium

Some would-be residents told the BBC they had sold homes or moved into retirement communities while waiting. One woman even put down her sick dog, believing she would be away for years.

Consumer advocate Adam Glezer said: “People were sold a dream – it has turned into a nightmare. What VCL has done is disgusting.”

VCL’s Defence

The company admits it has not leased a ship, arguing it must first reach about 80% occupancy. VCL continues to advertise the cruise and insists refunds are not warranted, blaming “administrative issues” and incomplete paperwork when customers demand their money back.

In a statement to the BBC, the line said: “Our company has never disappeared, we have responded to every email, so we are not a phantom company.”

It acknowledged 132 cancellations and dozens of refund requests but claims none were justified.

Legal Challenges and Investigations

Some passengers have taken VCL to court, but enforcement has proved difficult as the business shifts registrations between Hungary and Italy.

Victoria Cruises Line suite

In the US, a complaint in Utah found VCL had not booked a departure berth as advertised, and people shown on its website as crew had never been hired. The company’s US representative has since been barred from promoting similar services.

Despite the findings, VCL’s glossy marketing campaigns continue across Facebook and Instagram, using stock images of passengers and crew.

Consumer groups have accused social media platforms of enabling the adverts, though Meta says it found no violations of its policies.

A Dream Turned Sour

The cruise was last scheduled to depart on 26 July 2025, but, once again, never sailed.

While some new “residents” are still being lured by discounts and cashback schemes, many of those who signed up years ago have given up hope of ever boarding.

For Dennis and Taryna, now in their mid-60s, the experience has been devastating.

“It was a dream for us and we were really focusing on it as a lovely adventure,” Taryna said. “It’s been traumatising.”

Mobile Wallets, Cashless Tables And Geo‑Fenced Apps Explained

Cashless games at sea feel familiar because it mirrors what happens on land, where the Federal Reserve’s 2024 Survey and Diary of Consumer Payment Choice reports that mobile devices accounted for 32% of all consumer payments while cash fell to 14% of transactions, and where familiar iGaming names like jackpot city casino reflect how comfortable players are with mobile‑first experiences.

This article shows how shipboard wallets and geo‑fenced apps work, when features switch on beyond 12 nautical miles and how to set up budgeting and loyalty tools for a smooth, responsible experience.

Tap In, Cash Out (The Smart Way)

Mobile and card rails dominate everyday spending, which makes enrolling in a ship app wallet and using account‑based play intuitive for most guests. According to the Federal Reserve’s 2024 Survey and Diary of Consumer Payment Choice, mobile devices captured 32% of all payments and cash declined to 14%, signaling clear readiness for tap‑to‑pay styles of buy‑ins, slot credits and digital comp tracking onboard. Digital wallet usage is also accelerating, with a Federal Reserve Financial Services brief noting growth from 25% to 33% in 2023, roughly a 32% year‑over‑year increase and strong adoption among Gen Z and Millennials.

Those habits translate cleanly at sea. Cruise operators have announced app‑based betting ecosystems that integrate identity verification, wallet links and loyalty in one place, which reduces friction at the casino cage and speeds up everything from table buy‑ins to credit transfers. The practical advantage is less time in line and more time playing, with better visibility into spend.

  • Link a primary card to the ship app before embarkation, then complete identity checks so buy‑ins and slot credits post instantly on day one.
  • Set daily and trip‑level limits in the app wallet to match your budget, using alerts for thresholds that you’ve previously decided on.
  • Enable loyalty syncing so points and tier earnings capture every digital transaction, not just activity at the physical cage.
  • Keep a screenshot or PDF of terms for international waters activation to avoid confusion about feature availability near shore.

The 12‑Mile Switch

Geo‑fencing decides when onboard sports betting or iGaming features are active, generally after the ship crosses beyond the United States’ 12 nautical mile territorial sea limit into international waters. Princess’ Ocean Sportsbook communications explicitly state app‑based wagering is available when the ship is in international waters or where permitted by law, which matches the practical reality of maritime boundaries. Partnerships like BetMGM and Carnival also frame availability as onboard and at sea, describing phased rollout of retail and mobile sports betting and iGaming across more than 50 ships under Carnival, Holland America and Princess.

Treat the day like a three‑state journey, port with features off, coastal transit where activation is pending and international waters where features come online, which helps set expectations for when the app wallet can place a sports wager versus when it’s limited to non‑wager functions. Because routes vary, the precise timing depends on distance from shore and regional laws, so many guests watch for operator prompts in the app that indicate feature status based on live geolocation. As a simple rule, expect the switch to flip after 12 nautical miles on U.S. itineraries, then to toggle back off during port calls or near‑shore approaches, which keeps the experience aligned with compliance.

A short note on regulatory signals supports confidence in cashless play. In late 2024, Nevada’s regulators adopted amendments that broaden the permitted use of wagering accounts, which indicates growing comfort with account‑based ecosystems that can inform best practices at sea, even though cruise operations are governed by their own jurisdictional overlays. The takeaway is simple: geo‑fenced activation, tied to clear maritime boundaries, is the backbone of compliant onboard apps.

Beyond the Casino Floor

The experience is expanding beyond the casino, with operators integrating wagering into the core ship app environment so guests can engage from lounges, the pool or their cabin when the ship is in international waters. That integration puts payments, loyalty and wagering into one interface, which simplifies session management and spend awareness.

A unified app also invites better responsible‑play tools, including spend caps, time reminders and easier break prompts, because the same wallet that funds play can deliver real‑time feedback. Given that mobile payments are now mainstream and cash is a minority of transactions, defaults that surface limits and alerts can reduce friction without dampening enjoyment. If the ship app becomes the wallet, the loyalty card and the geofence key, what new safeguards should be enabled by default to make budgeting as effortless as placing a bet?

Sail Seamless, Play In Control

When mobile payments account for nearly a third of consumer transactions and cash usage is declining, cruise casinos can lean on app wallets and account‑based play to remove hassles and give guests clearer visibility into spend. The best onboard experiences make it easy to link a card, verify identity and set limits before embarkation, then communicate clearly about activation in international waters after the 12 nautical mile threshold. Operator communications, including Princess’ Ocean Sportsbook details and BetMGM’s partnership with Carnival brands, confirm that app‑mediated wagering is available at sea where permitted, which sets consistent expectations across many itineraries.

Regulators are signaling openness to account‑based ecosystems, with Nevada’s late‑2024 actions around wagering accounts providing a directional cue that cashless is becoming standard in regulated contexts. Frommer’s coverage shows how this shift now reaches beyond the casino floor, integrating digital wagering into the general ship experience while relying on geo‑fences for compliance. The practical move is straightforward: prepare the app wallet, learn the 12‑mile rule and use built‑in limits so the experience stays smooth, rewarding and responsible.

One question to carry into the next sail: if budgeting and benefits are as visible as the games, doesn’t that make the smartest play the easiest one to stick with?

Royal Caribbean Unveils Its First-Ever Two-Story Casino

Royal Caribbean is preparing to make waves with its latest onboard innovation. When Legend of the Seas launches next summer, the ship will showcase an entertainment upgrade unlike anything in the fleet so far, and it’s aimed squarely at guests who love the excitement of the casino floor.

A First for Royal Caribbean: Two-Deck Casino

Rendering of Royal Caribbean’s new two-story casino on Legend of the Seas, featuring a central bar, slot machines across two decks, table games, and a sports bar area.

The headline feature is a brand-new, two-level casino, the largest ever built for Royal Caribbean. This breaks away from the single-deck designs seen on Icon of the Seas and Star of the Seas.

The cruise line teased the reveal in a message to casino loyalty members, describing it as a major leap forward for gaming at sea. For players, the expansion brings a sense of scale and energy that feels much closer to land-based casinos.

What to Expect Inside

Renderings show a dynamic casino spread across two floors. On the lower deck, guests will find a central bar surrounded by table games and slot machines. Upstairs, the action continues with banks of slots and a sleek sports bar for watching the big game between spins.

A wide staircase will connect both levels, with elevators ensuring easy access for all. The layout is designed for flow and openness, making it feel far more spacious than the compact gaming rooms found on most ships.

Location and Layout on Legend of the Seas

Legend of the Seas
Legend of the Seas float out at shipyard

Although official deck plans haven’t been updated yet, the space is expected to stretch across Decks 3 and 4. Early layouts show a large unused area on Deck 3 that fits the concept perfectly.

The expansion could allow for new features like high-limit areas or dedicated non-smoking sections. With two stories of gaming, the venue is poised to feel less like a tucked-away lounge and more like a marquee attraction — one that echoes the glamour of casinos on land.

Why Casinos Are Growing on Cruise Ships

Casinos have always been part of the cruise experience, but Royal Caribbean has recently made them a bigger focus. In fact, the line has swapped out underused venues like Jazz on 4 in favor of non-smoking casinos on its Oasis Class ships.

The reason is simple: guests love to play, and the revenue boost is hard to ignore. Bigger casinos mean more gaming options, and they’ve proven to be a winning formula for both the cruise line and passengers who enjoy a flutter.

Casino Royale

Another Big Reveal: Hollywoodland Supper Club

The two-story casino isn’t the only big reveal. Royal Caribbean also filed a trademark for the Hollywoodland Supper Club, confirming the name of the ship’s themed dining-and-entertainment venue.

It joins the brand’s growing lineup of supper clubs, following the New York-inspired version on Icon of the Seas and the Chicago-style venue on Star of the Seas. Hollywoodland will pay homage to the Golden Age of Hollywood, from the 1920s through the early 1960s, with live music, themed cocktails, and classic style.

Final Word

When Legend of the Seas sets sail, it will offer guests two bold new ways to enjoy evenings at sea: a dazzling two-level casino and an immersive Hollywood-inspired supper club.

With these additions, Royal Caribbean is doubling down on big, high-energy venues designed to wow. For cruisers, it means the nights onboard promise to be just as unforgettable as the days exploring in port.
