Mexico Blocks Royal Caribbean’s Costa Maya Project

Royal Caribbean’s “Perfect Day” project at Costa Maya just hit a big roadblock that changes the whole landscape of the project. After months of planning by the cruise line, the Mexican government has stepped in to block the multi-million-dollar expansion plans in Mahahual.

Royal Caribbean Allure of the Seas at Costa Maya cruise port

After the huge success of Perfect Day at CocoCay in The Bahamas, Royal Caribbean had plans on expanding the private destination experience to Mexico, specifically at the popular cruise port in Costa Maya.

These plans were announced in 2024 with an opening date in 2027.

But during a press conference on Tuesday (May 19, 2026), Mexico’s Environment Minister, Alicia Bárcena, made a clear statement on the cruise line’s “Perfect Day Mexico” development:

“It is not going to be approved.”

The Plans for Mahahual and Costa Maya

For anyone who loves cruising, this news comes as a pretty big shock. Royal Caribbean spent hundreds of millions of dollars buying up the Port of Costa Maya and the surrounding land.

In fact, the cruise line dropped $292 million on the port and 34 surrounding properties to make sure the project could move forward.

The goal was to pour up to $600 million into a project that would transform the port entirely.

The fishing village next to the port, Mahahual, would be turned into a mega-resort that could handle 20,000 visitors a day by next year sometime.

The plans involved the tallest water slides in Latin America, a lazy river, and the iconic upscale beach clubs that Royal Caribbean is known for.

But those plans may have just run straight into a brick wall.

Why the Government Said “No”

This wasn’t just a sudden case of government red tape. The project has been dealing with legal battles, environmental investigations, and some pushback from local residents for months.

Environmental Issues

Mexican President Claudia Sheinbaum backed the decision to stop the project and said that tourism shouldn’t come at the cost of the environment. The planned site sits right next to an ecosystem that includes protected mangrove forests and wildlife corridors for jaguars and sea turtles.

On top of that, some warned that too many tourists could threaten the Mesoamerican Reef, which is the second-largest barrier reef in the world.

Recent Allegations

Earlier this year Mexico’s environmental agency (PROFEPA) briefly paused work on the project. Inspectors noticed heavy machinery clearing a dirt road near protected mangroves.

However, reports from Seatrade Cruise News clarified that Royal Caribbean wasn’t building the resort yet. They were just clearing out an unsafe, abandoned water park on the property.

The cruise line emphasized that this cleanup was completely separate from the 111 acres of mangroves they set aside for strict conservation, and independent consultants found no permanent damage to the wetlands.

A 4-Million-Signature Petition

There was a public image problem as well. A petition to protect Mahahual from overdevelopment exploded online, racking up over 4 million signatures.

The petition’s argument was that bringing 20,000 extra people a day into a village of just 3,000 could completely break the town’s basic infrastructure and wastewater management.

Next Steps from Here

Royal Caribbean is fully cooperating with the Mexican government on this, but there is no plan to completely abandon the $292 million investment.  The cruise line has expressed respect for the Mahahual ecosystem and economy and will likely look for ways to tackle some smaller infrastructure projects.

Environment Minister Bárcena, said that Royal Caribbean was actually already taking some internal steps to withdraw the “Perfect Day” proposal, but President Claudia Sheinbaum hinted that the government would be open to the project if it were relocated to a less environmentally sensitive area.

For everyday cruisers, nothing changes. The existing Port of Costa Maya remains fully open, and ships will keep stopping there just like they always have with up to 1.5 million cruise visitors annually.

But for now, Perfect Day Mexico faces an uncertain and imperfect path to completion. Cruise Fever will monitor the situation as any developments come to light.

Royal Caribbean’s Perfect Day Mexico Cancelled As Government Blocks Major Cruise Project

Mexico has formally halted Royal Caribbean’s plans for Perfect Day Mexico, ending one of the cruise industry’s most ambitious destination projects after environmental authorities ruled the development would not move forward.

The announcement was made during a press conference in Mexico City on 19th May 2026, bringing an abrupt end to plans for a large-scale destination in Mahahual, near Costa Maya. Royal Caribbean had already committed hundreds of millions of dollars to the project and previously announced a 2027 opening date.

Perfect Day Mexico

The development had been planned as a 230-acre destination featuring a large waterpark and other attractions designed in the style of the cruise line’s existing Perfect Day portfolio.

Royal Caribbean had demonstrated significant confidence in the project, investing approximately $292 million to acquire the cruise port and surrounding land, while setting aside a further $529 million for construction and development.

However, environmental concerns surrounding the area ultimately proved too significant to overcome.

“I would like to inform you that the Royal Caribbean Perfect Day project will not be approved. We know that the company is also seeking to withdraw from the project, but we, as SEMARNAT, will not approve it,” Alicia Bárcena, head of Mexico’s Ministry of Environment and Natural Resources (SEMARNAT), said during the announcement.

Royal Caribbean later confirmed it would respect the decision despite expressing disappointment.

Perfect Day Mexico Tower

According to Bárcena, the company had already begun taking steps behind the scenes to distance itself from the project before the official decision was announced.

Perfect Day Mexico had been expected to become a key attraction for Royal Caribbean’s western Caribbean itineraries and represented one of the largest destination investments undertaken by a cruise line.

Environmental Concerns Had Long Shadowed The Project

The cancellation follows months of mounting environmental opposition focused on the ecological sensitivity of Mahahual and the surrounding region.

Just a day before the project was formally cancelled, Mexican President Claudia Sheinbaum signalled concern over the development during a public statement.

“We must not do anything that affects that area, which has a very important ecological balance, and is particularly important for the reefs,” Sheinbaum said on 18th May.

Environmental challenges had already slowed progress earlier this year. In January, a district court in Quintana Roo ordered work to stop following an injunction request filed by environmental organisation Right to a Healthy Environment (DMAS).

Perfect Day Mexico Transport

Critics argued the development threatened important mangrove ecosystems that help with natural water filtration and coastal protection. Environmental groups also warned that any disruption to the area could create knock-on effects for local communities and marine life.

Marine concerns centred heavily on Mahahual’s proximity to the Mesoamerican Reef system, recognised as the second-largest barrier reef in the world. The village itself is also home to a local fishing community, increasing concerns about long-term environmental and economic impacts.

Public opposition grew considerably as well. A Change.org petition launched by local campaigners in 2025 reportedly attracted more than 4.6 million signatures. The figure stood out particularly because Mahahual itself has a population of roughly 3,000 residents.

What Happens Next For Royal Caribbean?

Although the Perfect Day development has ended, Royal Caribbean indicated that its broader investment in Mexico remains under consideration.

“Mahahual is a special place that deserves care and protection. We continue to believe in Mexico, and are optimistic in the potential to advance our investment responsibly,” the company said.

“Over the coming weeks, we will re-engage stakeholders to move forward in a way that delivers shared prosperity through the development of essential environmental infrastructure, the creation of thousands of local jobs, and community programs that support the people of Mexico,” the spokesperson added.

Royal Caribbean had already invested in local improvements surrounding the project, including road rehabilitation work in the Mahahual area. While those efforts were closely tied to the destination development, they also reflected wider community investment plans.

For now, cruise operations at Costa Maya are expected to continue without disruption. The port welcomed approximately 2.8 million passengers during 2025 and appears set for another strong year in 2026.

The cancellation represents a significant setback for Royal Caribbean’s destination expansion strategy and highlights the increasingly complex balance cruise operators face between tourism growth and environmental concerns.

Barcelona To Fast-Track Cruise Passenger Tax Increase As Mayor Pushes To Deter Day Visits

Barcelona is preparing to significantly increase tourist taxes for cruise passengers visiting the city as a port of call, with local leaders accelerating plans designed to reduce the number of day visitors arriving by ship.

Mayor Jaume Collboni has announced plans to double the current tourist levy applied to cruise guests stopping in Barcelona for the day, raising the charge from €4 to €8 in the coming months. The move forms part of a broader strategy aimed at curbing cruise tourism in one of Europe’s busiest cruise destinations.

Barcelona with La Sagrada Familia during christmas season

The proposed increase will not apply to passengers beginning or ending their cruise holidays in Barcelona. Instead, it targets transit guests who arrive for only a short visit before their ship departs later the same day.

According to reports from Spanish media outlet El País, Collboni made his intentions clear during an announcement on Wednesday 13th May 2026.

“I want to discourage cruise ship passengers from coming to Barcelona,” Collboni stated.

The tax increase had previously been approved on a phased timeline that would have gradually introduced higher charges over several years. The mayor is now seeking to bring the increase into force much sooner.

The proposal also arrives as Collboni campaigns for re-election, making cruise tourism a visible issue within local political debate.

Cruise Lines Could Face Growing Financial Pressure

While an additional €4 per passenger may appear relatively minor for individual travellers, the financial impact for cruise operators could become substantial when applied across thousands of guests.

One example can be seen with MSC Cruises’ MSC World Europa, among the largest vessels currently scheduled to call at Barcelona. The 215,900 gross ton ship can carry up to 6,762 guests.

If every passenger on a full sailing was subject to the increased fee, the additional cost above the existing rate would amount to more than €27,000 for a single visit. Across repeated calls throughout a season, those costs could rapidly climb.

Port of Barcelona

Cruise operators would then need to determine how those costs are handled. Some lines may pass the additional charges directly onto guests during booking or through onboard accounts, while others may absorb the increase, particularly for sailings already paid in full.

That could create a direct hit to operating margins, especially on itineraries that regularly include Barcelona.

The city has already introduced measures affecting cruise operations beyond passenger taxation. Barcelona recently confirmed plans to reduce its cruise terminal capacity from seven terminals to five, creating additional pressure on berth availability and potentially complicating ship scheduling.

Cruise Restrictions Continue To Expand Worldwide

Barcelona is far from alone in reassessing its relationship with large-scale cruise tourism.

Destinations around the world have introduced various measures intended to manage visitor numbers and reduce pressure on local infrastructure. Some locations restrict the number of ships allowed each day, while others place limits on passenger capacity or prioritise smaller vessels believed to deliver greater economic benefits with less congestion.

Several destinations have also opted for seasonal restrictions. Regions such as Alaska and Maine, for example, already operate with defined cruise seasons rather than year-round visits.

Many of these restrictions have faced legal challenges from local businesses and cruise operators, often leading to lengthy court disputes and years of negotiations before policies are finalised.

As discussions continue, cruise lines face increasingly difficult decisions about whether to maintain calls to controversial destinations or shift ships toward ports seen as more receptive to cruise tourism.

Passengers booked on future itineraries including Barcelona as a port stop may also want to keep an eye on developments, as changes to taxes and local policies could ultimately affect both onboard costs and itinerary planning.

Harmony Of The Seas Leaves Drydock With New Venues And Cabins

Royal Caribbean’s Harmony of the Seas is preparing to welcome guests again after completing a major drydock refurbishment at the Navantia shipyard in Cadiz.

The Oasis-class ship left the Spanish yard earlier this week following a five-week refit carried out as part of Royal Caribbean’s Royal Amplified programme.

harmony of the seas cruise ship

The 5,558-passenger vessel is due to return to revenue service on 21st May 2026, sailing from Barcelona on a short cruise to France and Spain before beginning a run of week-long Western Mediterranean itineraries.

New Venues Added During Refit

Among the most visible additions is The Lime & Coconut, Royal Caribbean’s tropical-style pool bar, which is being introduced to Harmony of the Seas as part of the ship’s refreshed outdoor areas.

Friends at The Lime & Coconut

The ship has also gained several new dining and entertainment venues. El Loco Fresh has been added as a complimentary Mexican dining option, while Samba Grill brings a Brazilian steakhouse concept to the vessel.

Playmakers Sports Bar & Arcade has also been installed in the Boardwalk neighbourhood, taking over the space previously occupied by Sabor.

Playmakers Sports Bar & Arcade

Royal Caribbean has also used the drydock to add more than 100 staterooms. These include new panoramic suites above the bridge, as well as inside cabins created in space that was previously used as a conference centre.

The 2016-built ship has also received updated exterior branding, including a larger ship name on the bow and a revised version of Royal Caribbean’s logo at the stern.

Mediterranean Season Before Port Canaveral Return

Following its first post-refit sailing, Harmony of the Seas will operate a spring and summer season in Europe, with week-long cruises visiting destinations in Spain, France and Italy.

Scheduled ports include Palma de Mallorca, Marseille, La Spezia, Civitavecchia and Naples.

The ship is then set to return to North America in late July, as the new Legend of the Seas prepares to offer similar Mediterranean itineraries during its inaugural season.

From August 2026, Harmony of the Seas will sail from Port Canaveral, offering two- to seven-night cruises to the Caribbean and the Bahamas.

Royal Caribbean Launches New Chops Grille Brunch Across Fleet As Guests Question Premium Pricing

Royal Caribbean has expanded dining options at its signature Chops Grille steakhouse with the launch of a new brunch experience, giving guests another specialty dining choice across the fleet.

The new offering is being introduced on ships throughout Royal Caribbean’s line-up and adds a dedicated brunch menu alongside the restaurant’s existing options.

Chops Grille

While the move creates another paid dining experience for passengers, the pricing has already prompted discussion among guests due to the significant premium over Chops’ traditional lunch service.

Pre-cruise pricing seen by guests has placed the brunch at approximately $48 per person, making it one of the more expensive daytime specialty dining options available onboard.

Importantly for passengers concerned about losing one of Royal Caribbean’s popular value dining choices, lunch at Chops Grille has not been removed. The cruise line continues to offer its standard lunch service on select days, with prices often sitting around $21.99 per person and frequently discounted further through pre-cruise sales.

New Menu Brings Steakhouse Twist To Brunch

The brunch menu combines traditional breakfast and brunch dishes with steakhouse-style options that reflect the Chops Grille brand.

Guests begin with a speciality beverage, with one drink included as part of the experience. Additional drinks are charged separately unless passengers have purchased a beverage package.

Chops Grille Brunch Menu

Bakery items are served at the table, while starters and desserts are available family style with additional servings available on request.

Menu options include dishes such as:

• Avocado toast
• Pancakes and waffles
• Steak and eggs featuring filet mignon
• Arugula and Parmigiano salad
• Mashed potatoes and sides
• Chocolate brownie desserts

The menu also includes “Hearty Bowls” and other à la carte selections, allowing guests to mix multiple dishes during the meal.

The introduction gives Royal Caribbean another dedicated brunch venue beyond its occasional Main Dining Room brunch events and the existing brunch offerings at Mason Jar on select ships.

Lunch Remains Available Despite Early Guest Concerns

When details of the new brunch first began circulating online, some passengers questioned whether Royal Caribbean planned to replace Chops Grille’s lunch service entirely.

However, current sailings indicate both products are being offered separately, with guests able to choose between the lower-priced lunch experience and the newer premium brunch alternative.

Online discussion has largely focused on value rather than the concept itself. Many guests pointed to Chops lunch as one of the stronger specialty dining bargains available onboard, particularly when pre-cruise discounts reduce pricing even further.

Others questioned whether the higher brunch cost would be difficult to justify when complimentary options such as the Main Dining Room, Windjammer buffet and room service remain available.

Passengers sailing with Royal Caribbean’s Unlimited Dining Package have also noted that brunch is currently treated differently from lunch. While lunch can be included as part of dining packages, reports indicate the brunch experience carries an additional surcharge of around $30 once onboard.

For now, Royal Caribbean appears to be testing whether passengers are willing to pay more for an upgraded daytime dining experience, while keeping its existing lunch option in place for guests seeking a lower-cost alternative.

American Encore Launches With Historic First-Ever Idaho Riverboat Christening

American Cruise Lines has officially welcomed its newest riverboat, American Encore, following a christening ceremony in Lewiston on May 12.

The brand-new riverboat began its inaugural 9-Day Columbia & Snake Rivers voyage on May 6, sailing from Stevenson through the scenic Pacific Northwest. Guests on the first sailing also enjoyed a complimentary pre-cruise hotel stay in Portland before embarking on the journey.

Cathy McMorris Rodgers, who represented Eastern Washington and the Snake River in Congress for twenty years, was named American Encore’s Godmother. Ms. Rodgers was joined on the ship’s top deck for the ceremonial blessing and bottle smash by cruise guests, travel advisors, company executives, crew members, as well as local officials from Lewiston, Idaho, and Clarkston, Washington.

Historic First-Ever Idaho Riverboat Christening

Speeches and remarks were given by American Encore’s Captain, Andrea Mickelson; Charles B. Robertson, President & CEO of American Cruise Lines; Kristin Meira, American’s Director of Government Affairs; Joe Anderson, Commissioner of the Port of Lewiston; the Honorable Dan Johnson, Mayor of Lewiston; and Steven McGee, President of Chesapeake Shipbuilding, where all American Cruise Lines’ small ships are built. The day’s festivities also included a special flyover and patriotic music by The Victory Belles, as well as a ship tour and reception in American Encore’s stunning Sky Lounge.

During the event, Robertson, American’s President & CEO, remarked to the gathered crowd that “this is our 6th ship on the river and the flagship of our aggressive posture to up the game globally.”

American Encore underscores the domestic industry’s innovation and furthers the understanding that U.S. River cruising is here to compete with Europe. The brand-new riverboat is easily one of the finest riverboats ever built and raises the bar for all riverboats worldwide. Among its many advantages, it offers more space per passenger than any other riverboat in the world. American Encore will be quickly followed by sister ships American Anthem in 2027 and American Grace in 2028.

American Encore’s Christening Celebration

The christening celebrations also included ongoing recognition of the new dock, which was recently built through a partnership between the cruise line and the Port of Lewiston. The Lewiston dock provides additional space for American’s growing fleet and host of itineraries in the region—also allowing the company’s riverboats to visit Lewiston and Clarkston simultaneously. The dock provides better access to many shore excursions for cruise guests and enhances the local community’s waterfront access year-round. American’s expanding operations on the Columbia and Snake Rivers are a considerable driver of increased tourism in the region, and the cruises deliver a significant economic impact to local communities throughout the area.

American Cruise Lines Growing Fleet

American Cruise Lines has also rapidly expanded operations around the country in the past decade, most notably in the Pacific Northwest, where it operates a fleet of small ships sailing coastal itineraries in Puget Sound and Alaska. The company remains the leader in U.S. River and small-ship cruising and has introduced over 80% of all new cruise ships built in the United States over the past several decades.

American Encore features five decks and accommodates 180 guests in 100% private balcony accommodations. The riverboat showcases a stunning four-story glass atrium at the center of the ship and introduces American’s newest stateroom category, the extraordinary Signature Suite. At 1,500 square feet, American Encore’s Signature Suite is the largest riverboat suite in the world, offering a wrap-around balcony, panoramic views, separate living and sleeping spaces, and a hotel-sized bathroom with soaking tub and heated floors. Other onboard amenities include a grand dining room and a casual café, multiple indoor and outdoor lounges, a top-deck lounge and an outdoor walking track, a large gym, a complimentary laundry room, and elevators to all passenger decks.

American Encore is the newest and most elevated ship in the company’s acclaimed series of modern American Riverboats, first introduced to the U.S. market in 2018 with American Song. American Encore will continue to sail the company’s popular 9-Day Columbia & Snake Rivers cruises through early November 2026. Cruises for 2027 and 2028 are already open to book.

Riviera Travel Adds Cruise Hosts Across European River Fleet

Riviera Travel has introduced a new Cruise Host role across its European river cruise fleet as part of a wider push to improve the onboard experience for guests.

The new position has been created following guest feedback and input from the company’s travel agent partners, with a particular focus on supporting first-time river cruisers and solo travellers.

Lord Byron Riviera Travel

Cruise Hosts will work alongside each ship’s Cruise Director, helping to create a friendly and inclusive atmosphere on board while encouraging guests to take part in relaxed social activities.

New Role Designed To Boost Onboard Experience

Riviera Travel has spent recent months recruiting and training a dedicated team for the new role, with investment made in onboarding and ongoing development.

The Cruise Hosts will lead light-touch activities such as quizzes, games and group sessions, as well as wellbeing activities including stretching and Tai Chi.

Riviera Travel Drinks

Their role is not intended to replace Riviera’s existing entertainment programme. Evening entertainment from onboard musicians and local performers will continue to form part of the river cruise experience.

Instead, Cruise Hosts will focus on helping guests feel comfortable, relaxed and connected throughout their sailing.

“Having already spent time on board Riviera Radiance on the Danube, I’ve seen first-hand how the right onboard atmosphere can elevate the overall guest experience. The introduction of our Cruise Host role reflects our ongoing focus on the small details that make a big difference. Working alongside our Cruise Directors, Cruise Hosts add an extra layer of sociability and wellbeing on board, and we’re really pleased with how the new programme has developed as we head into the new season.”

James Golding, Chief Customer Experience Officer at Riviera Travel

Agents Helped Shape The Programme

Riviera said the idea was also influenced by feedback from trade partners, such as travel agents, who highlighted that reassurance around the onboard experience is often important when selling river cruises, especially to guests travelling alone or trying river cruising for the first time.

Vicky Billing, Director of Trade, Partnerships and Loyalty UK & Ireland, said: “Our agent partners continue to tell us that reassurance around the onboard experience and opportunities for social interaction are particularly important for first-time and solo river cruise travellers. Cruise Line Adds New, Less Touristy Port in Greece

Celestyal Cruises has added a new port in Greece that will bring guests to a lesser known, less touristed location.

Celestyal Journey cruise ship

The new port, Agios Nikolaus, in Crete replaces the cruise line’s previous stop in Heraklion. Celestyal Cruises made its first call to Agios Nikolaos this past week during Celestyal Journey’s seven-day Idyllic Greece cruise.

The cruise ship will visit the new port 21 more times this year until it moves out of the region in November.

To mark the occasion of the maiden port visit, representatives from the destination and local authorities were welcomed onboard by the ship’s Captain Angelos Vasilakos and crew.

Agios Nikolaos, whose name means Saint Nicholas in English, is located along the Cretan coast east of Herkalion and is the capital of the Lassithi region.

The resort town brings guests away from the more traditional Greek ports to a spot visited by only a handful of cruise ships so they can experience this beautiful resort town with its  landmark, Lake Voulismeni, historical sites and easy access to other areas in Crete.

Celestyal journey cruise ship

The port is featured on Celestyal’s Idyllic Greece itinerary that sails from Athens and stops at Kusadasi, Rhodes, Agios Nikolaos, Santorini, Mykonos and Milos.

Lee Haslett, Chief Commercial Officer at Celestyal, said the following about this new port:

“Agios Nikolaos has a growing role as a cruise destination and is a fantastic addition to our ‘Idyllic Greece’ itinerary. It perfectly reflects the type of call our guests are increasingly looking for, combining iconic Mediterranean hotspots with rising star ports that offer a more authentic experience.

“Our 2026 summer season is built around delivering authentically Mediterranean experiences through immersive itineraries, warm hospitality and our signature premium casual approach to cruising. We’re proud to continue expanding our presence across the Greek Islands and showcasing destinations like Agios Nikolaos to an international audience.”

Prices for cruises that visit this new port start at $959 per person. All cruise fares include meals, soft drinks, WiFi, port fees and gratuities.
